Se você estiver jogando bRO creio que o nome dos monstros tem que estar em Português, porque é em BR que eles aparecem no console do openkore.

 

Tente mudar de High Orc para Grand Orc, e veja se ele começa a usar a skill, caso funcione, edite as outras skills.
