Exclua o mapa que você está tentando entrar e baixe-o pelo server! Com isso ele para o "Could not Connect to Server".

Solução:

Copie o arquivo ou reinstale o Counter-Strike novamente.

Tenta trocar as skins do seu CS, você deveria ter feito um backup com as skins originais.

Acho que você alterou o arquivo dbg.dll.
